a DVOM is a digital volt ohm meter or DMM ( digital multi meter). Another trick you could try is when its not going up, pull the panel off, and while you are commanding the window up smack the motor with a hammer and if it starts to work again then the motor is bad. I personally would test the switch first because its the easiest to get to.

I am able to lower the window with my driver s side switch, however, when I try to pick the window back up, the window continues to lower no matter if I move the drivers switch up or down.
